THE CHALLENGE AND PROSPECTS OF TOURISM IN GOA TODAY
 
 
Federation of Small and Medium Guest Houses in Goa (FOSAM)

Consultant-Advisor-Resource Person through the Centre for Responsible Tourism (CRT).

In a similar vein, the CRT organized the Federation of Small and Medium Guest Houses in Goa (FOSAM) with the vision of enhance the experience by offering quality services and a distinct Goan experience to the visitor- be they tourists or business travelers visiting Goa.  The vision of FOSAM is to create an atmosphere wherein tourism in Goa becomes a meaningful and enjoyable experience and encounter for the visitor with the Goan culture, traditions, and the natural beauty of Goa. 

FOSAM believes that its fundamental intent is to advance the interests of Small and Medium Hotels and Guest Houses in Goa as a way of creating self-employment to a wide range of people and thus serve the State of Goa in the tourism arena. It works in collaboration with the CRT as it upgrades and maintains high ethical standards as hosts in the tourism arena.

FOSAM is a forum where owners of Small and Medium Hotels and Guest Houses:

  1. Share experiences, learn from and with each other, identify common problems and concerns, and be a source of mutual support to members in distress.
  2. Be an advocacy/lobbying organization which will speak on behalf of the large number of Small and Medium Hotels and Guest Houses in Goa at governmental level in order to gain benefits for the sector,
  3. Advocate for an equitable, cooperative system in order to ensure that the fruits of tourism can be fairly shared.

Its achievements so far:

  1. Influencing the Goa Pollution Control Board to rescind their decision to impose a working formula/method for the current year.
  2. To obtain agreement from the Pollution Board and Tourism Department that FOSAM will propose a new receive a new policy on pollution control for Small and Medium Hotels and Guest Houses by October 2008.
  3. Creating a research-based ‘white paper’ and ‘policy document’ to be used as a lobbying tool for an equitable, value-based tourism policy that benefits small and medium-size tourist accommodation facilities, and the Goan community more broadly.
  4. Initiating a lobbying process to obtain relief from luxury tax at standards set by the government that are  not reasonable
  5. Establishing itself as a recognized body that speaks on behalf of its members and the Small and Medium accommodation sector who account for 95% of the accommodations provided to visitors to Goa.
  6. Creating methods and avenues through which SMEs can gain access to incentives, subsidies, and government policies/packages which can enhance their financial earnings
  7. Undertake initiatives that guarantee that the SMEs in tourism are seen as a socially responsible industry.
  8. Proposing measures through which various departments of government at State and Central level can provide subsidies and incentives to SMEs by which they can increase their service and earning capacities.
  9. Developing a Code of Ethics for all members to be strictly adhered to.
